Randy Bailes currently serves as the Governor of the Kansas District of Optimist International, a role that reflects decades of dedicated leadership and service. His journey with the Topeka Optimist Club began over forty years ago, where he first distinguished himself through two terms as Club President and multiple tenures on the board of directors. Building upon this foundation, Randy advanced to serve two terms as Lieutenant Governor of Zone 2 within the District, before taking on the responsibilities of Governor-Elect and, ultimately, his current position as Governor.

Professionally, Randy enjoyed a long and successful career as a Certified Public Accountant (CPA) and Certified Government Financial Manager (CGFM), bringing a keen sense of stewardship to every endeavor. His commitment to service extended beyond the civilian sphere, as he spent seven and a half years on active duty in the United States Air Force, followed by nearly eighteen years with the Kansas Air National Guard, where he retired at the rank of Captain. Randy’s integrity and leadership, honed through both military and professional experiences, have consistently enriched his community engagements.

In addition to his professional and military accomplishments, Randy has dedicated significant time to his church and to supporting youth development through the Boy Scouts in Topeka. These efforts highlight his enduring commitment to guiding and uplifting others—a theme that resonates throughout his life.

Randy’s devotion to service is closely interwoven with his family life. He and his wife Colene have shared over fifty-three years of marriage, nurturing a family that includes one son, one biological grandson, four adopted grandchildren, and five great grandchildren. The values of leadership, compassion, and service that define Randy’s public work are mirrored in his role as a husband, father, and grandfather, creating a legacy that continues to inspire both within the Optimist Club and the wider community.
